Bihar-Voter List Revision

The process of electoral roll revision is an essential criterion for maintaining a healthy democracy. It ensures that every eligible citizen is registered to vote while eliminating ineligible or duplicate entries. In  Bihar, however, the recent Voter List Revision has sparked a major political controversy, leading to allegations of bias, manipulation, and targeted exclusion. With the 2025 Bihar Assembly elections approaching, the issue has assumed serious political and constitutional implications.

The Election Commission of India (ECI) undertakes periodic revision of electoral rolls to maintain accuracy and credibility. These revisions include adding new eligible voters, removing deceased or relocated voters, and correcting any errors. For Bihar, revision was carried out during 2024-25.

The Core Issue

1 Mass Deletions and Exclusions– One of the most controversial aspects of the roll revision is the alleged mass deletion of names from the voter list. Reports suggest that in several constituencies, thousands of names were removed without adequate verification or due process.

  • Allegations– Opposition parties like the RJD and Congress claims that deletions were selectively carried out in areas considered opposition strongholds or those with minority voters.
  • EC’s response– The ECI has maintained that deletion followed due process, including field verification by Booth Level Officers

2 Political Accusation and Mistrust– The opposition parties has accused the ruling NDA government Of Bihar (primarily BJP and JD-U) influencing the revision process. The main allegation is that the state machinery was used to pressurize the local officials to remove voters from select communities. RJD leader called it an ‘electoral cleansing’ aimed at disfranchising Dalit, minorities and Yadavs. BJP leaders, in contrast, argued that the revision was essential to curb duplicate and fake voters.

3 Lack of Redressal communication and transparency– Many affected voter claimed that they were unaware of the deletions and only discovered the issue when trying to verify their names online.

  • Civil rights groups have pointed out the failure of awareness campaigns.
  • Concerns were also raised over limited access to the ECI’s online services in rural areas.

4 Legal and Constitutional Concerns– Public Interest Litigations (PILs) have been filed in Patna High Court, and matter is also in the Supreme Court. Petitioners argue that the voter list revision violates Article 14 (Right to Equality) and Article 326 (Universal Adult Franchise of the Constitution.

I do not understand how the revision electoral rolls can violates these articles. In democracy the revision of the electoral rolls is a regular exercise to update the voters list.

In response to the growing backlash:

  • ECI sent special observers to Bihar to assess the allegations.
  • A fresh re-verification drive was announced in some urban and rural pockets from where anomalies were reported.
  • Training of Block Level Officers (BLO) and supervisory officials have been intensified.

The Bihar roll revision controversy is not just a state-level issue- it reflects deeper concerns about the integrity of Indian electoral processes. If voter lists are not accurate or manipulated, it compromises the principle of free and fair elections.

This revision in Bihar has become a flashpoint in the state’s political scenario. As the 2025 assembly elections approach, it remains to be seen how the ECI and political stakeholders address these concerns and restore in the democratic process.

In the end, on the lighter note- has the opposition created this controversy on revision of electoral rolls knowing fully well that they are not very strong in the state, and from the beginning they are building this scenario as one of the reasons that can be quoted after the defeat in elections? Ha Ha Ha!!
