Friends, you must have observed that in the recent times the behaviour of the Elected Representatives with the bureaucracy is going down hill day by day. There have been many reports in the media about elected representatives ( Municipal Corporators, MLAs/MLCs and MPs) abusing, maligning and even manhandling the bureaucrats, and after reading/seeing those incidents your head bows down in shame, and you start thinking is this the price we all are paying for freedom and democracy.One news item which caught my eye in today’s newspaper inspired me to write on this topic, and there were many more in the recent past also. Let me brief you about few incidents :
- Yesterday Thane Municipal Commissioner Sanjeev Jaiswal appealed to 131 member Municipal body to pass a no confidence motion against him so that Govt is forced to transfer him from this post, as he is fed up by the hindrances posed by the Elected Corporators. He said that he is working here since 2015, and if the Govt do not transfer him by April, then he would go on long leave. He further added that few elected representatives seem to be bent on trying to defame me, I am open to debates on administrative and work related issues, but one can not get personal. It has been reported that the Commissioner is a strict task master and goes by the rule book. he is very popular for taking up daunting projects to better the city and specially anti encroachment drive was very much appreciated by Thane residents, but for vested interest was not liked by elected representatives.
- Yesterday I have mentioned about the case of Delhi’s Chief Secretary Anshu Prakash, who was manhandled by ruling party AAP’s MLAs. Police have detained Arvind Kejriwal’s advisor VK Jain for questioning but released him after 3 hours. FIR has been filed in which CS has named 2 MLAs. One of the MLA Amantullah Khan has already surrendered to Police today. Other MLA Prakash Jarwal was arrested by Delhi Police last night. CS has gave a statement to police he was threatened by MLAs that they will implicate in false cases etc. Mean while Delhi Govt top bureaucrats from IAS and other cadres came to work today with black ribbons on their arms to protest against the alleged attack by AAP MLAs on CS.
- In the recent past you will all remember what happened to the honest IAS officer Ashok Khemka who exposed the murky land dealings of Robert Vadra ( son in Law of Sonia Gandhi-then Congress President) in Haryana. He was transferred immediately after the dealings were exposed in the media and after that he was transferred again and again. He went on doing his work honestly and by the book , but the Congress Govt in Haryana that time transferred him so many times.
- Few decades back there was a honest officer named Arun Bhatia in Maharashtra, old timers will remember him. When he was Collector of Raigarh Dist., he exposed shaddy land dealings of big corporates in the area. What happened to him- he was maligned by Polity and shunted from his posting so many times. Now he is retired, some times I see him on TV, when on some news channel there is discussion on this type of topics, he is generally invited as one of the panelist.
- You all will remember the case of Shiv Sena MP, who manhandled manager of Air India, because the flight he took did not have Business Class and he had to sit in Economy class. And other TDP MP who threatened Airport employees and forced them to recall the flight as plane doors were already closed and was taxing for take off. This MP had reported late at the airport.
Above are the few incidents, which I have cited. There will be thousands of such case all over the country, where upright and honest officers suffer due to high headedness and arrogance of the elected representatives. I do not understand the psychi of the elected representatives, what they think about them selves. They think all these bureaucrats as their servants and they are their masters. They forget that all these officers are well educated know all the rules framed by the law, and our plight is such that even for the post of Peon in govt office you need minimum education till 8th grade but these elected representatives do not need any educational qualifications to become Corporator/MLA/MP even ministers or Chief Minister. You remember the case of Rabri Devi who could hardly write her name in Hindi became CM of Bihar. I think more than 90% of Elected Representatives will not be able to earn Salary/Perks what they get, if they look for a job in open market, over and above good salary/perks they indulge in corruption and make money. In our country, majority of the elected representatives will have assets more than their known source of income.
I think our legislature needs complete over haul, with a fresh look considering that India is in modern age and 7 decades old rule and system will not work in the present age.

Yes… very true…Total overhaul in constitution is need of hour… And will not be insult to original creator/s of rules… Adaptation in response to changing times/ trends is both wise and necessary…
